As palm tree fronds sprout from the top, the older, larger fronds towards the bottom start turning brown and sagging down with time. Palm tree leaves or fronds die out as they grow larger and spread. Dying fronds need to be trimmed to make room for the new fronds that grow. The easiest way to tell if your fronds are dead or not is to look at their color. Dead ones will be brown and dying ones will be yellow to orange depending on how much life they have left. The darker the color the closer the frond is to dying.
